On this occasion, SCA welcomed Prof Dr François Delerue, author of “Cyber Operations and International Law” (Cambridge University Press), gave a lecture on one of the most important outstanding questions of our time: in a borderless cyberspace, how do you correctly and lawfully develop attribution of cybercriminals and countermeasures? Where are the limited of international law regarding cyber operations? To what extent might new technologies and the law of state responsibility help to respond to cyber operations and seek reparation?
Dr François Delarue is currently a research below in cyber defence and international law at he Institute for Strategic Research (Institut de Recherche Stratégique de L’Ecole Militaire – IRSEM) and an adjunct lecturer at Sciences Po Paris. He also regularly lectures at the International Institute for Humanitarian Law at Sanremo, Italy, and in the Master in Cybersecurity at the Military Academy of Saint-Cyr, France. He is frequently invited to present at conferences and give guest lectures domestically and internationally.
